The notes came out but were "sitting stuck behind the opened flap against some weird metal frame piece".
"I tried grabbing them with my fingers through the gap but it was too tight to reach. Then the flap got shut but I still got charged."
"Right after me, another guy used the ATM. He had the exact two £10 notes, plus another £20 in his hand".
The second customer was the thief, who promptly "whizzed off on a bike".
Skimmer Fraud
This is known as "Skimmer Fraud", in which criminals install illegal, disguised devices over real ATM card slots to commit theft. In this case the criminal put a metal clip over the cash flap so that the bank notes stay stuck in the dispenser. They then use the machine after you, remove the clip, and take your bank notes as well as theirs.
The way to defeat this kind of fraud is to check the dispenser, make sure there are no wobbly bits of metal attached. Real ATMs don't have wobbly extensions.
