The app allows you to report problems like fly-tipping to the Council on your phone, without the need to send an email or make a phone call.
It's a clever idea, and it does appear to work. Once you activate the app, it will send you an email or text message to confirm your identity, and then you can use the app. It's pretty slick, though it isn't especially quicker than, say, simply emailing cleanergreener@lbhf.gov.uk (cleaner greener is the email address to report fly tipping in the borough).
